Armed with fresh evidence of the underworld don’s whereabouts in the neighbouring country, India has prepared a detailed dossier on Dawood Ibrahim.
For over two decades now, India’s most wanted fugitive has been provided a safe haven in Pakistan.
India was all set to press Pakistan to hand over Dawood at the NSA-level talks, which were scheduled to take place on Monday.
However, in a late-night development, Pakistan cancelled the dialogue, reiterating that it cannot be held on the basis of the preconditions set by India.
The announcement came hours after India made it clear that discussions on Kashmir and a meeting with separatists will not be acceptable.
Highly placed government sources said the handing over of Dawood, wanted in the 1993 Mumbai blasts, remains on top of the government’s agenda, along with New Delhi giving fresh proof of Pakistani soil being used for sponsoring terror against India.
“Pakistan will be told to stop providing shelter to Dawood, a fugitive since 1993. We will communicate to them that since he committed terror acts in India and was an Indian citizen and managed to get Pakistani passports, Pakistan should deport him,” a government official said. Mail Today was the first to report on August 18 that India has prepared a fresh dossier with new evidence on Dawood that was to be handed over to Pakistan during the NSA-level talks.
An ISI safe house on the Islamabad-Muree road, 20 km outside Pakistan capital Islamabad, has been identified as one of his hideouts. The new dossier has details about his hideouts and passports.
Passport details of his wife, son and daughters have also been included.
“Dawood Ibrahim is known to frequently change his locations and addresses in Pakistan since he has amassed immense property in Pakistan and moves under the Pakistani agencies,” the dossier accessed by Mail Today states.
Sources said Pakistan being a UN member cannot escape from acting against Dawood.
“Dawood Ibrahim has also been declared a Global Terrorist by the US Treasury Department.
He has also been included in the UN Security Sanctions List as an associate of the al-Qaeda, which obligates member countries to take action,” the dossier states.
In spite of the information made available to Pakistan about his whereabouts, it has failed to execute the Red Corner Notice as well as discharge its obligations under UNSC Resolutions.

The dossier further adds that although there is no extradition treaty with Pakistan, nothing should prevent them from deporting him to India since he is an Indian national.
The dossier mentions a list of Dawood’s Pakistani passports that will be given to Pakistan to prove that he is enjoying hospitality of the Pakistani establishment.
India had last given three addresses to Pakistan in 2012.
Eight new addresses/properties have been identified by India in the new dossier. It also mentions two properties recently purchased by Dawood.
One is Shireen Jinnah Colony, near Ziauddun Hospital in Clifton, Karachi.
It is near Ziauddin Hospital, where medical treatment could be provided to Dawood whenever required.
The dossier states that this property is close to the house of Bilawal Bhutto Zardari, son of Benazir Bhutto. The other one is Main Margalla Road F-6/2 House No.7, Islamabad.
Pakistani passport details of his brothers Anees and Mustaquim have also been included.
